National Climate and Energy Plans (NECPs) are a part of the Clean Energy for all Europeans package. They describe strategies and measures how the EU Member States intend to address energy efficiency, renewables, greenhouse gas emissions reductions, interconnections, as well as research and innovation.

This report analyses the Member States’ plans and measures related to renewable energy and energy savings in the heating and cooling (H&C) sector from 2020 to 2030. Based on the information collected in the final NECPs, this report shows the status of the European H&C market and its development, as well as national actions to achieve the renewable and energy efficiency targets. Moreover, the report provides recommendations assisting the individual EU Member States and the European Commission with increasing the quality of the next NECPs.
